Maybe it's a sort of attempt to avoid escalation, but I'm far from sure that's a good idea. Russia only takes and gives nothing. Why should we grant them any favors?
"We" as in the West/Allies/NATO/Europe, and of course USA.

If when Putin dies, it was allowed to visit to piss on his grave as a tourist attraction, I'd consider it. 😆
