I think this is pointing out that the US would be aiding the genocide regardless of which party was holding the presidency, which is entirely accurate.

I'm fairly certain, since the title and the depiction are of US military strikes rather than US military aid, that it's in reference to the recent retaliation strikes against Iranian proxies after three American servicemembers were killed.

Yes, both democrat and republican parties take military action when it supports our imperial interests. It's called the bipartisan consensus on foreign policy.
