From what I remember, it was meant to restate the obvious for effect. This feels like highlighting an underlying attitude instead.

No it's supposed to be someone identifying something obvious incorrectly. The original is "is this a bird" while he's looking at a butterfly.

The meme comes from the idea that there are no butterflies in japan, so when they see one, they legit think it’s a bird of some sort.
