This person does not support China for not being socialist although every point in that photo supports China as socialist. Ultras always seem to contradict themselves when it comes to China showing that they do not read outside of their periphery.

That's a real thing, before productive forces are developed you can't fulfill everyone's needs (beyond very basic ones). So instead you reward the ones who work the most by allocating more resources to them.

Note, they are different in meaning, too. "To each according to their work" regards early stages of communism, and "to each according to their need" is achieved during a successful transition to complete communism.
