Just buy the DLCs (if you want them) when they go on sale. You can use sites like https://isthereanydeal.com/ to help you get particularly good deals on them too.
Works every time and after playing just about all of the modern paradox games, you really don't need the dlcs unless you're really into the base game and even then the time to learn means most of it won't even be within your grasp until you're like 50 to 100 hours in.
But can't you see the other comments in this thread? Clearly this encourages piracy for some reason and is worse than EA somehow.
