LCDs will never be able to match the response time of a CRT. OLED displays can get close, but there will always be some delay from digital processing of the image in the OLED monitor.

OLEDs should be able to far exceed it. Phosphors don’t respond nearly as fast.

One of my friemds got that expensive whatchamacallit thingy to fake scanlines and other CRT visuals and one of those stupidly expensive oleds and it looks genuinely amazing for retro games. Its like nostalgia put through a refinery plant and look better than the CRTs we had been using throughout our school years. The CRTs actually got worse and became reddish so it could be an unfair comparison but I don't think anyone makes new CRTs. Responsiveness is something that I can notice but often don't unless its particularly bad.
