Here are new mods for GTA 4 that add an 8K map, improve the Euphoria ragdolls, and increase both the game's draw distance and population.

How is performance with modern hardware? Would love to play it again, but I remember having a lot of issues with the PC version a decade ago through steam

Probably not great. The first mod described helps the game "not crash as often".

Textures are an important part of modernizing old games like this, but animations play significant role and those are very difficult to touch up. So you can have an 8K texture pack on top of a game with animations from 2008, and the immersion going to break immediately upon your character taking any action other than just walking.
