Not yet, I think this comic is supposed to be based in the future.
The mother is our grandchild or great grandchild, and this is a potential outcome if we don't collectively a take stand against those who are slowly taking away our rights, QOL, and time.
To me this picture says: Each day we do not take action we and our descendants will pay for in one shape or another in the future. Do we let things continue, or do we stop it now?

It depends on where you live. This absolutely is the present now in some countries. Like China you have to do this and more to protect your identity.
And even if your country isn't quite there yet, they could still be collecting all that data and just not doing anything with it other than observing and collecting more data on you/ the group.
