If it had a horse neck i don't think that it would be able to speak like a human though.

Maybe the exterior of the neck is horse but the interior is human?

Would be able to fit the vocal folds of a hell of a bass singer in that bad boy!

(Deep voices have longer and thicker vocal folds)
